 That's conflating two separate issues. We're going to be looking at the
 plugin guidelines separately (starting today, in fact) to see how privacy
 could be better defined and clarified for future development. We're also
 working on the functionality for plugin authors to provide privacy
 information in a way that can be captured by the privacy notice tool. But
 the need to provide information about data flow and capture isn't "pseudo-
 legal advice" - it's now a regulatory requirement.

 Our challenge has been to find a way to make that easier for everday
 administrators without having to be developers and lawyers at the same
 time, hence the compliance project. The privacy notices we're discussing
 here will be the sole responsibility of the site administrator. The tool
 will not write the policy for them, nor publish it. What it will do is
 pull in information about plugins from the functionality we're creating,
 and will also provide prompts for administrators to manually fill in
 details like their international data transfer information. Administrators
 are solely responsible for finishing and publishing the notice.
