 Just a thought but it seems really odd that plugins, which are not allowed
 any longer to claim anything with regards to legal compliance on
 WordPress.org plugin directory readmes are now not just allowed, but
 tacitly encouraged to give pseudo-legal advice in the form of suggested
 additions to a privacy policy.

 What legal issues/liability does that potentially open plugin authors to,
 particularly with the current implementation that does not stress at all
 the suggestions are not to be construed as legal advice?
