Comment:

 I'm not sure about this - I'm tempted to say that this isn't an error
 because if you didn't have a static front-page, going to
 `example.com/page/2` would take you to the second page of posts. But you
 wouldn't want to redirect to a 404 in case you were relying on query
 parameters for your homepage.

 This is working as designed I think.
