 redundant “Close” link in a widget and replace it with a “Deactivate”
 link. The “Remove” link can be returned to always be “Delete” instead of
 switching from “Delete” to “Remove” upon initial save, whereby “Remove”
 currently places it among the inactive widgets in core. As it was reported
 as a bug multiple times, it clearly isn't as intuitive as initially
 thought (see #27575, #39426). So it could look like this:

 This may just be a case of iterating meaning though.

 customizer-widget-presets-i3_widgets-in-accordion.png gets my vote
 although I am also not sure about letting people move from active to
 inactive. I also think we need to observe users on this.
