 In addition to the ability to drag a widget to Inactive Widgets and also
 moving via the Reorder UI, another option would be to eliminate the
 redundant “Close” link in a widget and replace it with a “Deactivate”
 link. The “Remove” link can be returned to always be “Delete” instead of
 switching from “Delete” to “Remove” upon initial save, whereby “Remove”
 currently places it among the inactive widgets in core. As it was reported
 as a bug multiple times, it clearly isn't as intuitive as initially
 thought (see #27575, #39426). So it could look like this:
