version increases process should be triggered( Is it when we hit 1% of all

process should look like ( Is it a 2-year process, a 4 major release
process, or something different? What are the steps of the process?).
Well, just about everything possible has probably already been proposed in
very general terms. The reason why it keeps going in circles is that
nothing that is suggested seems to gain any traction with core devs.

I'm not sure anyone has really suggested that, and I think everybody
applauds the fact that WordPress is putting users first. If it comes
across otherwise, apologies.

I 100% agree. I would point out though that this is a 180° turn-around
from the previous stance, which seemed to be that users should never have
to know anything about this technology. So I absolutely agree that we
should revisit the admin notice idea with good docs for all of this in

preparation for potentially upping the PHP version in the future. It is
