 The "nothing" here is significant. Increasing the minimum required version
 of PHP would potentially result in hundreds of thousands of sites being
 "orphaned" on old versions of WordPress, and the project would be left
 with a security fix back-compat nightmare which is worse than it is now
 (security fixes are currently backported to 3.7 when appropriate and it's
 becoming more difficult with every new release).
