 If version requirements were introduced in a major release it wouldn't
 even matter. Hosts on old versions of PHP could still get the WordPress
 minor release security updates. It would take two major cycles. One in
 preparation that adds messaging, and blocks incompatible servers from
 getting major releases, then another to actually implement it.

 But... it would seem the powers that be would rather continue
 disenfranchising plugin and theme developers than take a few minutes to
 think it all through.
