minor PHP versions to determine what the minimum PHP version should be.
There is already a SVN hook for `plugins.svn.w.org` that runs some basic
PHP Lint checks, I believe one of those checks relates to PHP 7, @otto42,
could you shed some more light on what is, or isn't checked by the SVN
hook please?
