flow where commits to the plugin repository - or probably better: tagged
releases at the moment of tagging - are checked for compatibility with
minor PHP versions to determine what the minimum PHP version should be.
That sounds awesome! It would be much better than an author-supplied
number. But even if it was an offline tool that the plugin author could
use to populate the field, it would be better than the author trying to
figure it out.
And I would hope it would be a min and max.
