 enough to display all of the widgets, so inactive will be totally hidden
 for them. They likely won't know the inactive widgets are there, which is
 frustrating if you switch a theme, your widgets are gone, and then they're
 not in plain site when you go to your widgets panel. I think we should put
 the accordion at the top, and close it automatically if you have more than
 five inactive widgets.

 What about making it so that the available widgets list container has a
 `max-height` of 100% minus the height of the Inactive Widgets accordion
 label? The list of available widgets can then scroll with the Inactive
 Widgets accordion label always visible below the scrolling list? This is
 somewhat similar to how the accordions in the available nav menu items
 panel are done, except there each post type has a fixed height and isn't
 stretched to full the available vertical space.
