 I think I can't see any reason to show up differently if they are the same
 widgets.

 I've a secondary reason but it's a bit convoluted, and might be just my
 mental model: an "Inactive" widget it like a normal one that has something
 more (content). So at the very least should show more details, not less.
 :)
