 While also a little late to the game, I also wanted to chime in that we
 regularly encounter users attempting to move their site to different
 servers only to be met with difficulty due to certain characters in
 filenames not playing nicely with their new host.  It's an ongoing problem
 that we are seeing in greater numbers as international use of WordPress
 grows and more 'offending' files are uploaded into users' sites every day.
 Would love to see this make it in as it's been a growing known issue for
 4+ years now. :)
