 Related: #37989. Looks like we need to consider use cases where people are
 expecting multi-word file names to be respected as the title in the media
 editor. [attachment:22363.diff] converts the title of an attachment named
 `This is a file.jpg` to `this-is-a-file-jpg`, which is unexpected.
