just to draw attention (to highlight)? If bold or italic don't work, maybe
`<mark>` could work well here? This usually has a background colour, but
sometimes underline. Any reason it can't be bold?
`<mark>` may well work, but it's not readily available to the end-user.
The example shows a text that is being highlighted by the person quoting
it, whereas an emphasis or strong emphasis comes from the original author.
Different contexts.
