 What do you mean by "without emphasizing it further"? It is underlined
 just to draw attention (to highlight)? If bold or italic don't work, maybe
 `<mark>` could work well here? This usually has a background colour, but
 sometimes underline. Any reason it can't be bold?

 I've don't remember seeing underlines in academic writing on philosophy in
 the form of web pages. Could you provide any examples? Thinking about
 plato.stanford.edu etc.
