 As requested, I split some issues into new tickets:

 - #38049 - Rename Headings in TinyMCE
 - #38050 - Replace formatselect with styleselect in TinyMCE

 As I mentioned here, I think #38050 could potentially add to the
 justifications for removing Color from the editor, so it's quite closely
 related to these changes.
