 I'm +1 for everything in [comment:68]. I don't remember specifics of the
 previous attempt to remove the text color button, do you have a link to
 any previous discussions there @melchoyce?

 As I had mentioned before, the strongest argument we can make for any
 changes is semantics. The alignment buttons are not semantic, but are
 apparently used enough to keep them for now with the exception of justify,
 but move to the kitchen sink. Underline is not semantic and headings are
 perhaps the most semantic option in the editor, and thus should be at the
 top, in front. Color isn't semantic either, but is also hypothetically
 used enough (do we have any numbers?) that a separate ticket might be
 justified.
