 CSSTidy hasn't been updated since 2007
 (http://csstidy.sourceforge.net/changelog.php).  Naturally, this is a
 problem since it does not support CSS3.

 There are a couple of forks out there, but it would take some time to
 review their work if we were to go with any of them. Plus, we'd want to
 contact the author before using them.  Not sure if this is really a viable
 option at this point.
