In those cases it is left to the user to "design" the title and wouldn't
be able to add an H1 anymore with the suggestions. While I agree that H1
shouldn't be used more than once, maybe we could just leverage that and
hide the H1 if 1) there is one already in the content and 2) the post
being edited is a page (post_type).
This is what I was referring to above: If the theme requires an H1 in
certain circumstances, there should be an optional filter to activate it
when appropriate.
