 Embeds: Update the oEmbed provider test suite.

 * Remove the manual flag for HTTPS support and replace it with a simple
 check on the URL format.
 * Ensure `testOembedTestsCoverAllProviders()` actually fails when a new
 provider is added without a corresponding test.
