Comment (by joemcgill):

 [attachment:38172.17.diff] removes the `is_customize_preview()` check from
 `the_custom_header_markup()` when deciding whether to enqueue the custom
 header scripts since that made the behavior when navigating away from the
 front page in the customizer different than what happens outside the
 customizer.
