 I think keeping it at "Heading 2", "heading 3", ... is the best solution
 for now until we replace this with something more like "title",
 "subtitle", "section heading", "subheading", ... as in #38049.

 Especially if the editor styles don't have distinct styling all the way to
 H6, it's pretty confusing without numbers. Starting at 2 is a bit odd, but
 calling `h2` "Heading 1" is misleading and no numbers is worse.
