 For what it's worth, I think removing explicit indicators of hierarchy is
 not the best solution and this is, again, broadening the scope of this
 ticket to something that needs more conversation - there's a ticket trying
 to solve this problem already, #38049. Can we have this conversation over
 there instead, and keep this commit to what we had already reached a
 consensus on?
