Yeah, this is way I didn't want to post that here. Okay, lets not call it
"testing", lets call it "observations" :) I did that for my own benefit
only, to be able to justify to myself the proposed changes.
I'm going to repeat that again: I really really hope everybody that posted
a comment here or is "watching" this ticket would do something similar.

Well, technically... This ticket is about "Removing TinyMCE buttons to
improve user experience" so lets remove the Toolbar Toggle (a.k.a. kitchen
sink) button then! :)
Joking aside, agree that this belongs in a new ticket. Going to make one
as soon as we have some means of (really) testing how many users keep the
second toolbar row always open. If it turns out that most (more than 80%)
of the users that know about that toolbar have it always open, I think the
proper action would be to remove that button and have editor with two
toolbar rows or merge the rows into one row that wraps around (whichever
looks better in most cases). I'm sure there will be some "very vocal"
opposition to something like that, but keeping an "almost dead" button in
the toolbar doesn't make sense.

Okay, lets do this. Thinking (hoping) that not so many users will be upset
if we leave the alignment buttons alone.
What do you think about moving the "Strikethrough" button to the bottom
row for now, same as in the Calypso editor?
At the same time as this change I'd also like to commit #38315 (adds the
`<mark>` element and a "Highlight" button, and #37278 (removes the
"Unlink" button and changes to the same icon in the inline link toolbar).
Thinking these three tickets compliment one another.
