I think we need to clarify what we need by "editing territory", which I
think it's another can of worms and I'm not getting into that right now.
;)
All I'm saying is that the user reached that page because they expressed
the intent to customize by clicking "customize" either in front-end or in
the admin. Imagining to add another "edit" button after they have already
expressed that desire by reaching that page is correct in terms of
"customizer" as "Classic WordPress Implementation Of A Customization Tool
With Preview", but that's us, that's the codebase, that's the history
where we come from. The user intent? It has already spoken by the time
they are seeing the customizer. And it can't be ignored.
