 Following on from [this comment](https://wordpress.slack.com/archives
 /core-themes/p1475794838001955) in Slack from @helen, I've prepared a
 mockup of what a really stripped-down feature might look like. It means
 two conditions:

 1. It requires minimal technical investment now and does not introduce a
 significant maintenance burden.

 2. It builds on a pre-existing relationship between a page and it's
 sections (Child Pages).

 The downside to this approach is that we lose the benefits of a live
 preview mechanism. But as a minimum viable product that can ship with 4.7,
 I think it could be a more realistic and low-impact way to get multi-
 content panels in place for TwentySeventeen.
