 From an a11y perspective, focusing the Back button makes sense to me.
 Thinking at sections and panels – is that correct technically? ;) – as
 parts of an UI that "appear" on the page then focusing the first control
 is correct. I understand the concern related to visuals, but that's what
 the implemented focus style does, and an accessible interface should
 ''always'' have a clear indication of where keyboard focus is.

 Worth mentioning again that the "X" close and "Save/Publish" buttons are
 basically "skipped" when navigating with a keyboard or using a screen
 reader, but that's an outstanding issue in the Customizer that should
 (hopefully) solved in the next releases.
