Comment:

 Sorry, it is not the problem of Twenty Seventeen.
 I confirmed that:
 * With GlotPress, export all current  to .po and .mo at
 https://translate.wordpress.org/projects/wp-
 themes/twentysixteen/ja/default,
 * upload the .po and .mo to my site,
 * then the msgid "thought" is not translated if the count of comment is
 more than one even with Twenty Sixteen.

 It may be the probrem of GlotPress exporter about generating .mo file when
 msgstr for plural is same form as  singular.
