 If I convert twentyseventeen-ja.po to twentyseventeen-ja.mo with POEdit
 for Windows, then the msgid is translated even in the case of more than
 one.

 It may be the problem of .mo gemerater, not of Twenty Seventeen. If
 twentysixteen-ja.mo is re-generated with GlotPress now, the msgid
 "thought" may not be translated in the case of more than one even with
 Twenty Sixteen.
