 If you don't have Imagick installed, then this is an unrelated issue. No,
 Imagick is not required by core -- it falls back to GD when it's not
 available.

 Was this a problem with WordPress 4.4 for you as well?

 I'd suggest contacting your host, or posting in the WP support forums if
 the problem continues (and you haven't already).
