 Hi @delawski,
 I might not be looking at the right defect. The way I understand it, the
 bug in [https://core.trac.wordpress.org/ticket/35947 this ticket] is that
 some panels have empty space at the bottom, under their sections.

 For example, I opened Panel 10
 ([https://core.trac.wordpress.org/attachment/ticket/35947/inside-panel.png
 screenshot]). At the bottom, there was a large space under all of the
 sections ([https://core.trac.wordpress.org/attachment/ticket/35947/image-
 empty-space.png screenshot]).

 I didn't see that issue fixed with your updates to the
 [https://github.com/xwp/wordpress-develop/pull/145 pull request]. But
 maybe we're looking at different defects.

 This ticket's description refers to "unnecessary spacing when you go
 inside a panel."
