 I added two mockups of how we might apply the press this border/background
 color for hover style to these buttons (I think the border should be one
 pixel narrower, at 4px). For the Customizer in core, the blue seems a bit
 too distracting (since we try to avoid introducing color here, with the
 save & publish button being the  only colored element). I think the gray
 version could work well here though. Anyone else have thoughts on this?
