 @mrwweb YES! So glad to see this get attention. I'm game to firm a plan
 for this.

 Regarding your idea for colors, I think it would be hard to predict what
 the background is for the text in the them - so calculating contrast
 against white might not be relevant.

 I think it might be better to have a strategy for two release cycles:

 - '''4.7''' - We reorganize the toolbar, move things up (heading selector
 for example) and other down (colors, etc)
 - '''4.8''' - If we can prove the ones we moved down have very little
 usage, we might have a case for removing them entirely from the editor.

 What do you think?
