 Last I heard, the correlation of these charts is pretty even
 (https://wordpress.org/about/stats/). WordPress does such a great job
 helping people get to the latest version that the ratio of people using
 the latest version of WordPress is about the same across all PHP versions.
 We could probably assume that roughly 12% of 4.3 users are on PHP 5.2

 Starting with 5.3 would be nice. Although I'd love for a longterm
 contingency plan that involved bringing to things up to supported PHP and
 staying there.
