 Seems to me that the precedent in removing core option UIs is to leave the
 option in place but remove the UI altogether. I think we should follow
 that. If plugins want to add it back they can do that via the settings API
 just like any other setting. I think adding a filter to restore the UI
 kind of defeats the purpose of removing it.
