That would negate the point of the header. Additionally, it wouldn't
change the behavior when the plugin is deactivated.

Right, and that means that you don't need this header at all. You're
already changing where the update checks go. The purpose of the Private
header is to prevent updates on a plugin. Not to redirect them elsewhere.
