I believe the remaining critical concerns have been address. This ticket
is holding things up, so hopefully this will get us there. I will do
visrec tomorrow, but I have to call it a day.

* Added translator comment to `output_widget_control_templates` and merged
the string
* Fixed hidden widget region
* Added section arrow to mimic panels, and section back button now has
proper keyboard support
* Used the button element instead of span for UI controls
* Fixed a JS error thrown by `this.currentSidebarControl`
* iOS is not perfect but it's much improved, the only issue I see is when
you return to the main panel there is a tiny 10px portion of the sub-
sections content that you can see briefly to the right on an iPhone
* Fixed an issue where the theme change button was no longer actionable
once selected
