 The goal is to to follow the core philosophy of decisions, not options. In
 that respect, if (we're still waiting on more statistics from hosting
 providers for media) the main settings for images aren't used because
 people let the themes and plugins dictate them, there's no reason to keep
 those settings if less than 1% of existing users use it for new installs.
 Plugins like Simple Image Sizes provide a way for those who do need a UI.
