The issues with H1 are pretty straightforward. If we add it in the main
content area, where there are currently H2 headings, it will pretty much
be inconsistent with every plug-in and theme that creates any kind of
settings page. It won't "break" anything; but the heading hierarchy would
be different on core WordPress screens from what it is on any plug-in or
theme settings page that doesn't update to match. (Many would, but even
more wouldn't.)
Alternately, we can add an H1 into the adminbar. This would essentially
set the hierarchy back to what it was before the adminbar was created.
Most other headings would not need to change. In my opinion, this is a
simpler change, and has many, many fewer long-term consequences.
