 I think that we can actually add an H1 to the admin fairly easily, just by
 adding it shown only when is_admin is true in the adminbar, as a wrapper
 on the site title. I was planning on adding that in an updated patch; but
 if you're in a good place to do this now, you should do that. I was also
 going to add an H2 to the screen options panel, to improve the overall
 heading structure.

 Let me know if you can do that now; I won't be able to get to it until
 later today.
