 I'm a huge fan of this idea.

 I'm also wondering though if this is the right avenue to lay the
 groundwork for core support of 3rd party update endpoints.  Rather than a
 boolean for private, why not be explicit with registered endpoints like
 'wporg', 'github', 'external'?
