 Some history, as I remember it. The updates icon was added at top level
 because we wanted update notifications to be right there at the top of
 every logged in page load. When that update icon shows, I know I have
 updates to install. Getting sites updated is important to the health of
 the web. Update flow deserves some weight when balancing the bar. I also
 like a toolbar that appreciates brevity; losing a top level is appealing.
