 themes. Maybe themes could be in the customizer, or its own top level menu

 Some of those links are still standalone admin screens that are not going
 anywhere. This ticket is rooted in the problem we have of some links going
 to the customizer context without warning and that those links should be
 differentiated from ones that go to an admin context, especially when they
 have the same label (menus admin screen vs. menus in the customizer).
