 From an accessibility point of view what the Customizer UI Experiments
 plugin does it's a clear improvement, see below without and with the
 plugin enabled:

 The focus indication is given both by the subtle changes in the background
 color/borders and from the arrow's shape change so it's not conveyed by
 color alone but also by an [http://www.w3.org/TR/2014/NOTE-
 WCAG20-TECHS-20140916/G183 additional visual clue]. Will ask the
 accessibility team to have a look :)

 Maybe the only place where focus is still unclear is on the reorder
 buttons:
