Comment:

 This is a problem within the Themes API on WordPress.org.

 Put simply: The exact match code only gets applied to the current page of
 results, so if an exact match appears on Page 2 of the sorted results, it
 doesn't get pulled to the start of the results.

 We're currently using bbPress full text searching for the Themes API, with
 a custom sort-by, so there's not currently an easy way to fix this,
 however, the Themes API will be moved to WordPress in the near future
 which might bring some search improvements.
