Comment:

 [attachment:28784.diff] is a simple solution here that makes most of the
 Customizer usable and a reasonable experience on small devices. Because
 this is so much better than the current setup, I think we could probably
 proceed with this without polishing every single thing, but feel free to
 iterate on the patch (I'm not planning on doing anything else here in the
 near future).

 Notable issues are some weirdness with panel animations and elements that
 are supposed to be off-screen, and we need a solution for the add-widget
 panel and wide widgets that usually bump out of the customizer controls
 area.
