Comment:

 Hi @bijibuji and welcome to trac,

 At present WordPress doesn't allow for `WPINC` to be changed and wp-
 settings.php is not intended to be modified (it's overwritten in updates).
 `wp-includes` is hard coded for all the JavaScript libraries included in
 core by default.

 Allowing `WPINC` to be changed is being tracked in #24368, I'll mark this
 ticket a duplicate.

 Feel free to open tickets in future.
