 Additional information: Assuming it's FTP-related, Are you running PHP
 with the FTP Extension enabled?

 If It's FTP related, it could be #28013 or #33432  - could try reverting
 those changes in your install and see if that helps

 I'm unable to duplicate any issues under several fresh 4.4 installs using
 the FTP Extension, FTP Sockets (compat FTP library) or the Direct
 handlers. Unfortunately that's all the debugging I can do until next week,
 if anyone experiencing issues could dive into the upgrader classes and
 debug it, it'd be appreciated.
