 The whole point of picking a date is to incentivize people to update. The
 12.5% of installs would only break if people decided to update WordPress.

 If not an exact date, it could be tied to a major release. This would
 easily be solved by:

 1. Announcing (tomorrow/soon) that WP 4.5 will only support active PHP.
 2. Diverting Automatic updates to the 4.4.X branch for security fixes only
 if EOL PHP is detected.

 Then a hard date perhaps 2-3 years out could be set for the
 discontinuation of those security updates.
